Procurement Technical Assistance Center (PTAC)

The Procurement Technical Assistance Center assists businesses in competing successfully in federal, state and local government contracting. 

In 2017, our PTAC counselors assisted 1,048 small businesses in Tennessee, generating more than ​$142 million in contract dollars, which led to more than 3,000 jobs created or retained.​​​  

The University of Tennessee Center for Industrial Services has provided these services since 1986. PTAC is funded, in part, by the U.S. Department of Defense and is administered through a cooperative agreement with the Defense Logistics Agency. UT PTAC services are delivered to you at no charge. 

The Procurement Technical Assistance Program is powerful because it connects small business with federal government. The Defense Logistics Agency, part of the Department of Defense, funds the Procurement Technical Assistance Program to increase the number of vendors capable of performing on government contracts. 

Beginning in calendar year (CY) 2000, our PTAC counselors have worked with more than 500 companies in Tennessee annually. Overall, since CY 2000, UT CIS PTAC counselors have assisted in more than 6,845 contract awards which have generated more than $5.8 billion in contract dollars, resulting in more than 114,400 jobs created or retained.

Step 1: New Client Registration

Potential client companies interested in registering for PTAC must demonstrate three years of profitability, must answer all quarterly surveys in a timely manner—even in the event that no activity has occurred—and must submit at least one contract proposal every six months.

Step 3: Selling to State Government

Through Edison, registered vendors will be able to update their company’s information online, as well as monitor the status of orders and payments in a real time environment. Additionally, registered vendors can receive email notifications about State event opportunities, and also have the ability to respond to them online.
