The University of Tennessee, Center for Industrial Services (CIS), Procurement Technical Assistance Center (UT PTAC) assists Tennessee businesses to compete successfully in federal, state and local government contracting. UT PTAC has provided these services since 1986. UT PTAC funded, in part, by the U.S. Department of Defense administered through a cooperative agreement between the Department of Defense - Defense Logistics Agency (DLA) and the University of Tennessee.

UT CIS, which houses the Procurement Technical Assistance Center, also provides industrial consulting solutions to help companies improve and grow. The Tennessee General Assembly created UT CIS in 1963 to “provide expert information and counsel to industry,” making it one of the oldest manufacturing extension services in the United States.
