The Procurement Technical Assistance Program (PTAP) is sponsored, and brought to you, by the University of Tennessee Center for Industrial Services and the US Department of Defense, Defense Logistics Agency. This national program provides specialized and professional assistance to individuals and businesses seeking to learn about contracting and subcontracting opportunities with Department of Defense (DOD), all other federal agencies, state and local governments and prime contractors.

Specific assistance and more is provided in the following areas:

  • Market Research
  • Identifying Business Codes (NAICS, SICS, FSC & PSC)
  • Registering in all appropriate databases & web sites (CCR, ORCA, DIBBS…etc.)
  • Matching a firm's products or services with what is being purchased by government agencies (Bid Match )

The Procurement Technical Assistance Program (PTAP) was established by the United States Congress in 1985 to assist private sector businesses in marketing goods and services to the Department of Defense (DOD). In 1991 the program was expanded to include all federal agencies. Since its inception the UT CIS PTAC has assisted businesses in obtaining almost $6 Billion of government contract awards within the state of Tennessee.

Later, in almost every state, Procurement Technical Assistance Centers (PTACs) were created and funded by the host states, universities, economic development centers and the Defense Logistics Agency to provide more direct service to businesses within each state.
