*DLA DIBBS BOARD - a web-based application that provides the capability to search for, view, and submit secure bids or Requests For Quotations (RFQs) for items of supply included in the DLA Business System Modernization (BSM) Program. DIBBS also allows users to search and view Request for Proposals (RFPs), Invitations for Bid (IFBs), Awards and other procurement information related to the BSM.


Acquisition Streamlining Standardization Information System, also known as ASSIST On-Line, is a robust and comprehensive website providing access to current information associated with federal and military specifications and standards in management of the Defense Standardization Program (DSP). Managed by the DoD Single Stock Point Philadelphia (DDSSO), Assist provides public access to the standardization process over the Internet. Assist On-Line is the exclusive source for DoD standards and specifications.

Defense Supply Centers

Defense Supply Center Columbus (DSCC) - Purchases spare parts and end items for Maritime and Land-Based weapons systems.

Defense Supply Center Philadelphia (DSCP) - Purchases food, clothing and textiles, pharmaceuticals, medical supplies, and general and industrial items in support of America

Defense Supply Center Richmond (DSCR) - Defense Supply Center Richmond is the aviation supply and demand chain manager for the Defense Logistics Agency and serves within the Defense Department as the primary source of supply for more than 1.2 million repair parts and operating supply items. DSCR’s mission is to provide best value aviation weapon systems and environmental logistics support to America’s armed forces—on land, at sea and in the air.

Defense Information Technology Contracting Organization (DITCO)

DITCO is responsible for acquiring communications service and information technology needed by the Department of Defense and other federal agencies to support the joint warfighter.

Defense Commissary Agency

The Defense Commissary Agency (DeCa) is headquartered in Fort Lee Virginia and has over 28 retail locations worldwide. These locations sell a variety of groceries, services and electronics. On average compared to commercial pricing military personal save 30% by shopping at commissaries.

Defense Contract Management Agency (DCMA)

The DCMA provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.

Subcontracting

FAR part 19 & 52 outlines the requirements for preparing a small business plan - prepared by large companies only. Small businesses do not have to complete a small business plan.

Anytime a large company (prime contractor) gets an award valued over $550,000.00, (and any construction contact in value of $1,000,000.00) they must have a small business plan written in their proposal. This "small business plan" says they intend to do their best and subcontract down 23% to small businesses, and within that 23% there are certain socio-economic groups they look at even closer for goals:

  • 5% to Small disadvantaged business
  • 5% to women owned small business
  • 3% hub zone small business
  • 3% service disabled veteran owned small business

SUB-Net is used by prime contractors to post subcontract opportunities. You can search for subcontracting opportunities by naics, keyword or solicitation.
