What is UT-CIS PTAC?

The University of Tennessee Procurement Technical Assistance Center (UT-CIS PTAC) under the Leadership of the Center for Industrial Services (CIS) helps Tennessee businesses obtain contracts by providing comprehensive assistance in selling products and services to local, state and federal government entities. In calendar year (CY) 2006, the UT-CIS PTAC assisted Tennessee businesses in securing more than $739 million in contract awards.

The purpose of the PTAC is to generate employment (more than 19,000 Tennessee Jobs created or retained in CY 2006, as credited by the Defense Logistics Agency) and to improve the general economic condition of the state by assisting all Tennessee companies, including those eligible for preferential consideration, in obtaining and performing under local, state and federal government contracts. We provide procurement technical assistance by offering no-fee and confidential counseling on selling your products and/or services to the appropriate government agency.

The core of our procurement assistance program is counseling. UT-CIS PTAC counselors provide assistance in such areas as:

  • Identify preference eligibility and complete applicable certifications
  • Research contract award histories
  • Understand solicitation requirements and terminology
  • Locate specifications and standards
  • Review bids and proposals
  • Assist in completing mandatory/beneficial registrations
  • Explain how the government uses electronic transactions
  • Search government databases to identify opportunities
  • Provide "up to the minute" information on government procurement processes and procedures

UT-CIS PTAC also provides assistance in group settings through seminars, workshops, conferences and trade fairs at various locations in Tennessee on topics including:

  • Basics of government contracting
  • GSA/VA contracts & schedules
  • How to prepare bids/proposals
  • Radio Frequency Identification (RFID)
  • Finding government contracts on the Internet
  • Government Preference Programs
  • And much more…

You can find out about bidding opportunities by subscribing to our electronic bid matching system. This service electronically searches government databases (all electronic bulletin boards where opportunities are posted) and matches your product/service to federal, state and local needs. The results of the daily searches are sent to you by email.
