Asset-Based Planning

The asset-based planning process brings together a broad base of community stakeholders to identify their unique community assets and develop action-oriented goals that will spur jobs and economic growth. Once the asset-based plans are complete, TNECD and other resource partners work with the counties to advance their goals.

Since 2016, forty-four economically distressed or at-risk counties across the state have participated in the facilitated asset-based goal setting forums. The Asset Based Planning Initiative originated from the Governor's Rural Task Force to drive economic growth.  In 2019, asset-based planning was incorporated into the TNECD ThreeStar Program as the goal setting process for all 95 Tennessee Counties.
